Explicit Limitations
Volume II is ready with limitations. These limits are not side notes; they are part of the finding boundary.
Eight limitations
- §8 and §12 coverage is dated to cited GAO products; full bodies are not yet deconstructed.
- FY2025 total exists in three official constructions: $326.38B, $367.71B, and $401B. D-0022 quarantines the historical-growth passage.
- The approximately $37B EHRM figure is hearing-provided or press-reported pending hearing-record capture; GAO had not received it.
- The staffing-dispute quotation is press-mediated; no primary VA document exists.
- Chronicity of FY2025 material weaknesses remains undetermined.
- Deferred branches remain for joint VA-DoW accounts and the education-data outage.
- July 2026 currency watches may supersede dated claims, including the EHR 30% withhold deadline and Dole Act suicide report.
- Volume II is a validated claim set, not the full 20-section charter; sections 4, 13, 14, and 17 remain in construction.
v1.1 non-blocking improvements
- Swap five uncited archived rows from legacy captures to timestamped snapshots.
- Generate and archive the dated export file for S-0024.
- Complete full-body deconstruction of additional GAO reports for community care and EHR modernization.
- Reconcile D-0022 through the OMB Public Budget Database.
- Build the FY2016–FY2024 chronicity series for material weaknesses.
- Construct thin sections 4, 13, 14, and 17.
- Graduate held finding candidates if evidence matures.
