Open Question
Open questions are published to keep the limits of the current record explicit.
Modeled or secondary estimates may exist for some gaps, but using them as adopted totals would violate the audit's evidence hierarchy unless they are clearly bounded as context only.
Section 13 leaves this open instead of backfilling opaque programs with secondary modeled estimates.
A bounded inventory of Class C or D estimates that can be published as context without replacing missing primary evidence.
