The Citizen Audit is a public evidence platform and locked publication examining identifiable federal taxpayer spending directed toward non-U.S. recipients, while documenting the boundary where public federal reporting stops permitting defensible measurement.

Suggested Framing

This is not a policy endorsement. It is an accounting, evidence, and transparency project. Its principal finding is the boundary between what is publicly measurable and what remains unresolved in the public record.

Publication status

The research program is complete for the current claim set. Publication remains blocked only by author-controlled publication requirements.

Reviewer Request

Reviewers are asked to challenge figures by citing the section, table, Claim ID, Source ID, and replacement evidence. Correct challenges should become public corrections.
